What Is the Delmarva Power HPwES Program
Delmarva Power Home Performance with ENERGY STAR is an EmPOWER Maryland energy efficiency program for Delmarva Power residential customers. It operates under the same EmPOWER Maryland framework as the BGE and Pepco programs, using a whole-home diagnostic approach to identify and prioritize energy improvements.
The program starts with a $100 home energy assessment (a $400 value) conducted by a qualified participating contractor. The assessment provides a detailed report with recommended improvements and their associated rebate amounts calculated using Delmarva Power-approved energy modeling software.
The program has been running under the EmPOWER Maryland framework since 2008 and has contributed to $14.5 billion in savings on installed measures across Maryland.
How the Delmarva Power HPwES Program Works
Schedule a $100 home energy assessment
A qualified contractor performs a comprehensive evaluation of your home’s air sealing, insulation, HVAC, and other systems. The $100 rate applies to homes up to 3,000 square feet with a single combustion appliance zone. Larger homes or those with multiple combustion zones may cost more.
Receive your customized report
The contractor calculates estimated energy savings and rebate amounts for each recommended improvement using Delmarva-approved modeling software.
Choose your improvements
You decide which upgrades to proceed with based on your goals and budget.
Work is completed and rebates are applied
The participating contractor installs approved improvements and handles rebate submissions to Delmarva Power.
Delmarva Power HPwES Rebate Amounts
Air Sealing and Insulation
Up to $10,000 or 75% of the total project cost, whichever is less. Rebate amounts are based on the estimated electric savings of eligible measures calculated by the participating contractor using Delmarva Power-approved energy modeling software.
Switching to Electric Heat Pump
Up to $15,000 or 75% of job cost for customers switching from combustion fuel heating to an electric heat pump system. Customers must complete weatherization upgrades (at a minimum attic insulation and air sealing) before becoming eligible for electrification rebates.

Who Qualifies for Delmarva Power HPwES Rebates
• Must be a Delmarva Power residential customer in Maryland with an active account.
